Animal Protection in the Constitution of Germany

Authority Provision 
II (Federation of the Lander) Article 20A (Protection of the Natural foundations of Life and Animals) The German Constitution provides for the specific protection of animals, stating, “Mindful also of its responsibility toward future generations, the state shall protect the natural foundations of life and animals by legislation and, in accordance with law and justice, by executive and judicial action, all within the framework of the Constitutional order.”
VII. Federal Legislation and Legislative Procedures, Article 72, paragraph 2; Article 74, paragraphs 19 and 20

Per Article 72, the Lander (states) may enact laws on hunting.

Per Article 74, concurrent legislative power is granted in the areas of food animal production and animal disease management.
